Highlights of the major decisions reached at the State Executive Council Meeting chaired by His Excellency, the Executive Governor of Jigawa State, Malam Umar A. Namadi, FCA.
1. Participation in Green Nigeria Challenge
The State Executive Council approved the participation of the Ministry of Environment and Climate Change in the Green Nigeria Challenge – Jigawa State Edition.
This initiative is aimed at:
- Promoting afforestation
- Combating desertification
- Enhancing biodiversity
- Encouraging community participation in environmental conservation
The Council noted that participation will strengthen climate action initiatives, restore degraded lands, and contribute to national and global environmental sustainability goals.
The Ministry is expected to collaborate with relevant stakeholders, including local communities, development partners, and civil society organizations, to ensure successful implementation.
2. Additional Works for Digital Oxygen and Cryogenic Plant Project (Dutse)
The Council approved additional works for the ongoing Cryogenic Oxygen Plant Project in Dutse.
The approved scope includes:
- Supply of Digital Oxygen and Nitrogen Cylinders
- Provision of Electric Vehicles for operations and distribution
Financial Details
- Approved Sum: ₦1,222,945,203.58
- Initial Contract Sum: ₦2,202,161,079.93
- Revised Total Contract Sum: ₦3,425,160,283.51
This development reflects the Government’s commitment to:
- Strengthening healthcare infrastructure
- Improving emergency response capacity
- Ensuring sustainable medical oxygen supply across the State
3. Disbursement of BHCPF Funds and Health Workers’ Allowances
The Council approved the disbursement of:
Direct Facility Financing (DFF)
- ₦362,800,000.00
- Covering July – December 2025
- Benefiting 281 Primary Health Care (PHC) facilities across the 27 LGAs
This intervention aims to:
- Enhance operational capacity of PHCs
- Improve access to quality healthcare
- Ensure availability of essential medical supplies
Health Workers’ Allowances
- ₦56,670,000.00 approved for:
- 75 Midwives
- 650 CHIPS Agents
- 130 CEFFPs
- Covering 6 months (3rd & 4th quarters of 2025)
Operational Support
- ₦57,444,558.62 approved for state-level operations
These approvals recognize the critical role of frontline health workers in:
- Community health mobilization
- Maternal and child healthcare
- Public health awareness
4. Review of Solar Mini-Grid Projects
The Council approved the review of cost and scope adjustment for Solar Mini-Grid Projects at:
- State Secretariat Complex
- State Judiciary Building
- State House of Assembly Complex
Financial Adjustment
- Initial Cost: ₦6,084,775,433.75
- Revised Cost: ₦7,461,246,577.13
Project Enhancement
- Upgraded capacity: 3MWp
- Battery storage: 4.5MWh
The project is designed to:
- Deliver reliable and sustainable energy
- Improve power supply in key government facilities
- Enhance productivity and operational efficiency
- Reduce dependence on conventional power sources
- Promote environmentally sustainable solutions
