The Jigawa State Executive Council, at its first meeting held on Monday, 28th September 2026, under the chairmanship of His Excellency, the Executive Governor of Jigawa State, Malam Umar A. Namadi, FCA, reached the following major decisions:
1. Council Approves MoU with Malaria Consortium under the SARMAAN II Project
The State Executive Council approved the State Ministry of Health to sign a Memorandum of Understanding (MoU) with Malaria Consortium under the SARMAAN II Project, on behalf of the Federal Ministry of Health, with support from the Bill & Melinda Gates Foundation.
The SARMAAN II Project is designed to support efforts to reduce the burden of malaria through strengthened programme implementation, technical support, capacity development, improved data use, and enhanced delivery of malaria interventions to communities and health facilities.
Through the partnership, the Jigawa State Ministry of Health will work closely with Malaria Consortium and other relevant stakeholders to ensure effective coordination and implementation of activities under the project, in line with national malaria control priorities and the health development agenda of the State.
The signing of the MoU is expected to further strengthen the existing collaboration between the State Government and development partners for a period of four years, contributing to ongoing efforts to improve health outcomes for the people of Jigawa State, particularly child health outcomes, while serving as a model for future international development collaboration.
2. Council Approves Contracts for Upgrading Broadcasting Infrastructure and Establishment of Five Community FM Stations
As part of the present administration’s efforts to strengthen the State’s broadcasting capacity, improve access to timely and credible information, and enhance community-based communication across the State, the Council approved contracts totaling ₦1,337,837,200.00 (One Billion, Three Hundred and Thirty-Seven Million, Eight Hundred and Thirty-Seven Thousand, Two Hundred Naira) for the upgrade and expansion of broadcasting infrastructure across Jigawa State.
The approved contracts comprise:
- Supply and installation of one (1) 50KW Harris Digital AM at Jigawa Radio.
- Supply of radio equipment, including 3KW FM transmitters, for five (5) Community FM Stations.
- Construction of five (5) Community FM Stations in Gumel, Gwaram, Hadejia, Kazaure and Ringim Local Government Areas.
The projects are aimed at expanding broadcasting coverage across the State and providing modern broadcasting infrastructure, particularly in terms of transmission quality, reliability, coverage, and digital broadcasting standards.
3. Council Approves Immediate Commencement of the 2026 Jigawa State Law Review Project
The Council approved the work plan presented by the Ministry of Justice for the immediate commencement of the 2026 Jigawa State Law Review Project.
The comprehensive initiative is aimed at reviewing, reforming, consolidating, and modernizing the laws of Jigawa State, representing an important step towards strengthening the State’s legal and institutional framework.
As part of the approval, the Council approved the composition of the Project Secretariat, as well as the establishment of the Steering Committee and Technical Committee, which will provide strategic direction, technical expertise, and effective coordination throughout the review process.
The Council also approved the commencement of the procurement process for the necessary equipment and digital resources required to support the project.
The Ministry of Justice will work closely with the Jigawa State Digital Economy Agency to provide the necessary technical support for the digitalization, documentation, management, and efficient review of the State’s laws.
The initiative is consistent with the commitment of His Excellency, Malam Umar A. Namadi’s Administration’s 12-Point Agenda, particularly the objectives of ensuring effective policy implementation, strengthening public institutions, promoting governance transparency, and enhancing public accountability.
The reform will also contribute to the Administration’s broader objective of leaving a sustainable institutional legacy through the establishment of a clear, coherent, and modern legal framework capable of supporting development, protecting the public interest, and responding effectively to emerging social, economic, technological, and governance challenges.
4. Council Approves Expansion of Solar Panel Assembly Plant to Include Lithium Battery Energy Storage Assembly Plant
In line with the commitment of His Excellency, Malam Umar A. Namadi, FCA, to broaden Jigawa State’s industrial base and promote sustainable energy development, the State Executive Council approved the expansion of the scope of the earlier approval granted for the establishment of a Solar Panel Assembly Plant to include a Lithium Battery Energy Storage Assembly Plant.
The inclusion of lithium battery energy storage assembly alongside the solar panel assembly operations will create an integrated renewable energy manufacturing platform capable of supporting the growing demand for clean and reliable energy solutions. The expanded project is intended to position Jigawa State as a one-stop production centre for solar and energy storage products serving the State.
The extended project will retain the existing equity structure of 49% for the Jigawa State Government and 51% for the project partner, TESNI Energy Ltd.
The proposed expansion is expected to strengthen the project’s economic value to Jigawa State, broaden the range of products to be assembled locally, create further opportunities for skilled employment and technical training, support businesses involved in the project, and enhance the value of Jigawa State’s investment in the company.
