Key decisionson the supplementary budget, agricultural mechanisation, healthcare, education and infrastructure

The Jigawa State Executive Council, chaired by His Excellency, the Executive Governor of Jigawa State, Malam Umar A. Namadi, FCA, considered major interventions to advance development and strengthen service delivery across the State.

Highlights of the resolutions are presented below.

1. GOVERNOR NAMADI ASSENTS TO THE AMENDED 2026 APPROPRIATION LAW

Following its passage by the Jigawa State House of Assembly, Governor Umar A. Namadi, FCA, formally assented to the Amended 2026 State Appropriation Law, also known as the 2026 Supplementary Budget.

The assent provides the legal framework to expand the State’s fiscal capacity and accelerate development projects, economic interventions and grassroots development across all 27 Local Government Areas for the remainder of the 2026 fiscal year.

The approved supplementary provisions comprise:

• State Government: An additional ₦46,369,000,000.00, increasing the overall 2026 State Government budget from ₦901.841 billion to ₦948.210 billion.

• Local Government Councils: A supplementary allocation of ₦17,109,344,340.00 for the 27 Local Government Councils. The resolution states that this brings the overall 2026 Local Government budget from ₦228,848,892,051.00 to ₦305,958,236,391.00.

Governor Namadi commended the leadership and members of the Jigawa State House of Assembly, led by the Rt. Hon. Speaker, Haruna Aliyu Dangyatin, for their patriotism, diligent scrutiny and swift legislative action.

He noted that the collaboration between the Executive and Legislative arms reflects their shared commitment to delivering the administration’s 12-Point Agenda. The increased budget provisions will fund priority projects and programmes, with implementation guided by strict fiscal discipline, transparency and accountability to ensure that citizens benefit directly at the grassroots.

2. COUNCIL APPROVES ₦7.465 BILLION FOR AGRICULTURAL MECHANISATION AND AN AGRI-HUB

The Council approved the release of ₦7,465,200,000.00 to settle outstanding payments for agricultural mechanisation equipment and establish an Agricultural Hub under the Federal Government’s Renewed Hope National Agricultural Mechanisation Programme (RH-NAMP).

The approved equipment comprises:

• 100 units of 81 H.P. 4WD tractors
• 100 units of disc harrows
• 100 units of disc ploughs
• 100 units of disc ridders
• 100 units of tractor trailers
• 100 units of trackers

The equipment will improve farmers’ access to mechanised land preparation and cultivation services, enhance operational efficiency, reduce reliance on labour-intensive farming methods and support increased agricultural production across the State.

Establishment of an Agricultural Hub

The Council also approved the establishment of an integrated Agricultural Hub (Agri-Hub) to support mechanised farming, agricultural input services, farmer training, equipment maintenance, produce aggregation and post-harvest activities.

The proposed hub will comprise:

• Administrative office/building
• BOA Agency Banking Office
• Irrigation equipment and spare parts storage facility
• Security guardhouse
• Toilet facilities
• Agricultural input storage facility
• Aggregation warehouse
• Tractor car park
• Tractor service station
• Training facility
• Collection and sorting area

The Agri-Hub will provide a central platform for agricultural mechanisation and related services, including the housing, servicing and maintenance of tractors and other equipment, alongside the storage and distribution of agricultural inputs and irrigation equipment.

Its training facility will support farmers, tractor operators, agricultural service providers and other stakeholders with practical and technical training to improve their use of modern agricultural technologies.

The aggregation warehouse and collection and sorting area will strengthen produce handling, storage and post-harvest management while facilitating access to markets. The BOA Agency Banking Office will also improve access to financial services for farmers and other agricultural value-chain participants.

3. COUNCIL APPROVES ₦550.8 MILLION FOR SAMAMIYA PHC REVITALISATION AND CHILD NUTRITION

The Council approved contracts totalling ₦550,800,113.30 for two healthcare and nutrition interventions:

• Revitalisation of Samamiya Primary Health Centre: A full-scale upgrade of the facility in Birnin Kudu Local Government Area to improve infrastructure, expand healthcare access and strengthen maternal and child health services for surrounding communities.

• Procurement of therapeutic food: The supply of 2,155 cartons of Ready-to-Use Therapeutic Food (RUTF) for immediate distribution to Community-based Management of Acute Malnutrition (CMAM) centres across all 27 Local Government Areas.

These interventions reinforce the administration’s commitment to strengthening primary healthcare and tackling severe acute malnutrition among infants and vulnerable children, in line with its 12-Point Agenda for a healthy and prosperous Jigawa State.

4. COUNCIL APPROVES ₦916.2 MILLION FOR ESSENTIAL DRUGS, MAMA KITS AND HEALTHCARE SUPPORT

The Council approved contracts totalling ₦916,222,151.72 for a healthcare support package covering:

• Supply of essential drugs to improve access to safe, affordable and high-quality medicines across State healthcare facilities.

• Procurement of 15,455 Mama Kits for expectant mothers.

• Furnishing of 48 Primary Health Centre midwifery quarters.

• Procurement of 35 laptop computers to support primary healthcare digitalisation, strengthen health data reporting and improve record-keeping across administrative health centres.

The package addresses medical supplies, maternal welfare, health workers’ accommodation and digital technology, supporting the administration’s commitment to an equitable, resilient and responsive primary healthcare system.

5. COUNCIL APPROVES ₦526.9 MILLION FOR STUDENT HOSTELS AT THREE TECHNICAL COLLEGES

The Council approved contracts totalling ₦526,995,895.29 for the construction of three student hostel blocks, with one block each at the Government Science Technical Colleges in:

• Birnin Kudu
• Karkarna
• Ringim

The projects will upgrade technical and vocational education infrastructure, improve student welfare and learning environments, and expand the colleges’ capacity to accommodate young people undertaking science, technology and technical training.

The approval advances the administration’s Educational Transformation Agenda, a core component of Governor Namadi’s 12-Point Agenda focused on human capital development, technical skills acquisition and building a Greater Jigawa.

The Council reaffirmed its commitment to revitalising public education at all levels and creating sustainable opportunities for the State’s youth.

6. COUNCIL APPROVES ₦982.5 MILLION IN COMPENSATION FOR KAFIN HAUSA TOWNSHIP ROAD

The Council approved the release of ₦982,516,130.00 as compensation to property owners whose structures are affected by the construction of the Kafin Hausa Township Road.

The approval reflects the administration’s commitment to urban and rural development, infrastructure modernisation and improved connectivity under its 12-Point Agenda.

The road project is expected to improve local transportation, reduce travel time, stimulate trade and enhance living standards within the community.

The Council called on residents and affected property owners to cooperate with the Ministry of Works, surveyors and contractors to support the smooth, timely and successful execution of the project.
