The following are the highlights of major decisions reached at the State Executive Council meeting held on Monday, 27th January 2025, chaired by His Excellency, the Executive Governor of Jigawa State, Malam Umar A. Namadi, FCA:
1. Talent Hunting and Youth Development
In line with His Excellency Malam Umar A. Namadi’s vision for Human Capital Development under the 12-Point Agenda, the Council has established a 10-member committee to develop strategies for talent hunting to encourage creativity and innovation among the youth of Jigawa State.

- Honorable Commissioner for Local Government
- Honorable Commissioner of Information
- Technical Adviser on ICT and Digital Economy
- Technical Adviser on Higher Education
- Technical Adviser on Agriculture
- Director-General, Youth Empowerment and Employment Agency
- Principal Private Secretary to His Excellency
- Special Assistant on Technology and Innovation – Secretary
The committee is tasked with submitting its report within two weeks. This initiative aims to foster a culture of creativity, innovation, and entrepreneurship among the state’s youth.
2. Special Citizen Engagement Programme (Gwamnati da Jamma’a)
The Council has approved the launch of a Special Citizen Engagement Programme, Gwamnati da Jamma’a, under the leadership of His Excellency. This program will involve town hall meetings across the 27 Local Government Areas (LGAs), facilitating direct engagement between the Governor, government officials, and community members.
Objective:
To ensure the citizens of Jigawa State are active participants in shaping their future and are well-informed about ongoing and planned government projects.
3. Ramadan (Iftar) Feeding Programme 2025/1446 A.H.
Building on the success of the 2024 Ramadan Feeding Programme, the Council has approved the continuation and expansion of the initiative for 2025.
- Key Highlights:
- Increase in feeding centers from 609 to 630 across the state.
- Provision of three meals per person per day (Kunu, Kosai, and Jollof Rice).
- A target of 300 individuals per center for 29 or 30 days during Ramadan.
- Budget:
- Total cost: N4,836,546,000.00
- Funding: 55% by the State Government and 45% by Local Governments.
- Feeding Centers:
- Locations include at least two centers in each of the 287 wards, Jumma’at mosques, prisons, rehabilitation centers, motor parks, market squares, and tertiary institutions.
A committee has been formed to develop an implementation roadmap for the program.
4. Revitalization of Primary Health Care Centers (PHCs)
As part of His Excellency’s commitment to Universal Health Care coverage, the Council has approved the revitalization of 114 ward-level Primary Health Care Centers (PHCs) across the state.
- Funding:
- Total cost: N9,778,830,388.00
- Supported under the World Bank’s Immunization Plus and Malaria Progress for Accelerating Coverage and Transforming Services (IMPACT) Programme.
This revitalization aims to improve access to quality healthcare services in all 27 LGAs.
