Resolution of the Jigawa State Executive Council held on Monday 6th May, 2024.

Highlights of the major decisions taken at the State Executive Council meeting held today Monday 6th May, 2024 as chaired by His Excellency, the Executive Governor of Jigawa State Malam Umar A. Namadi FCA.

The Council has approved:

1. The Revised Jigawa State Water, Sanitation and Hygiene (WASH) Policy. The current WASH policy is expected to run from 2023-2028 in line with provision which state that the policy should be revised after every five years.

2. The release of sum of One Billion, Fifty-Seven Million, Seven Hundred and Seventeen Thousand, Sixty-Five Naira and One Kobo (N1,057,717,065.01) only for the award of contract for the construction of Tsangaya Integrated Centers at 3 selected town in each of the senatorial district of the State under Better Education Service Delivery (BESDA) Project.

3. Review and approved the sum of One Billion, Five Hundred and Eleven Million, Two Hundred and Eighty-Seven Thousand Four Hundred and Thirty-Two Naira, Thirty-Seven Kobo (1,511,287,432.37) only as variation for the contract for the construction of 500 unit of Houses of 2-Bedrooms Semi Detached at Dutse, Hadejia, Gumel, Kazaure, Ringim, Kafin Hausa and Birnin Kudu respectively. The approval reviewed the total contract sum from Five Billion, Nine hundred and Eighty-Four Million, Eight Hundred and Eighty Thousand, Eight Hundred and Eighty-Three Naira, Five Kobo (N5,984,880,883.05) to the sum of Seven Billion, Four Hundred and Ninety-Six Million, One Hundred and Sixty- Eight Thousand, Three Hundred and Fifteen Naira, Forty-Two Kobo (N7,496,168,315.42) only.

4. The report of the State Executive Council Committee on Babura Local Government Area Ramadan Iftar Feeding Programme:

I. The Council has deliberated on the findings of the Committee which centered on Why the quantity of the menu for Babura LGA feeding program was carried out contrary to what was approved by the Council.

II. The committee’s report revealed that the problem of Babura Feeding Programme occurred as result of erroneous judgment of the contractor AA Shitu Ltd.

III. That the Main Food Vendor was disbursing funds per Ward instead of per Centre which was the reason why cost of feeding was reduced to 50% of the total daily cost for each feeding center.

IV. Other findings of the committee revealed that the problem was not detected early due to the poor supervision of the exercise by the suspended Commissioner.

V. On a good note, all the balance of the 50% unspent by the vendor was recovered and return to the Coppers of the State Government.

VI. While reiterating the commitment of His Excellency Malam Umar A. Namadi, FCA to a dedicated and selfless service to the people of Jigawa State by the demand of disciplined and effective service delivery from his appointees, and that the government will not fold its arms amidst poor performance. The committee also observed the remorse and regret shown by the suspended commissioner for his mistake, accordingly the committee recommended for his forgiveness and pardon by His Excellency, the Executive Governor, and the State Executive Council.

VII. Further, the committee recommended for the lifting of the suspension placed on Aminu Kanta, the Commissioner of Commerce.

5. The report of the 1445AH/2024 Ramadan Feeding programme committee and approved all the recommendations of the committee presented before the Council on how to sustain and improve the future programme in the State,
The Council has also commended the committee for a well-done job and especially the Honorable Commissioner for Special Duties Hon. Auwal D. Sankara and SEMA team for the successful Ramadan Feeding Programme by refunding total of N101,381,100.00 unspent funds to the treasury account after the programme.

Accordingly, the Council has unanimously approved the reinstatement of the suspended Commissioner back to his job as commissioner.

6. The submission of Draft Bills on New Agencies to the State House Assembly for passage into law. The newly proposed Agencies for which the Bills were drafted include:

I. Jigawa State Information Technology and Digital Economy Agency (JISITDEA)

II. Jigawa State Residents Identity Management Agency (JISRIMA)

III. Jigawa State Tsangaya Education Board (JISSEB)

IV. Jigawa State Senior Secocndary Schools Management Board.
