Highlight of the major decisions reached at the State Executive Council meeting held on Monday 10th August, 2026 equivalent of 27th Safar 1448 AH as chaired by His Excellency, the Executive Governor of Jigawa State, Malam Umar A. Namadi FCA.

STATE EXECUTIVE COUNCIL APPROVES INTER-MINISTERIAL COMMITTEE ON CITIZENS’ ENGAGEMENT PROGRAMME (“GWAMNATI DA JAMA’A”)
In a decisive move to strengthen participatory governance, foster transparency, and ensure inclusive decision-making, the Council has officially approved the constitution of the Inter-Ministerial Committee on the Citizens’ Engagement Programme, officially tagged “GWAMNATI DA JAMA’A”.
The approval of this committee underscores the administration’s unwavering commitment to bridging the gap between the government and the good people of Jigawa State.
The committee is tasked with developing robust frameworks, leveraging data, and facilitating continuous, meaningful dialogue to ensure that citizens’ voices and rights remain central to the governance and development processes of the state.
To ensure a comprehensive and multi-sectoral approach, the Council has approved the following composition for the Inter-Ministerial Committee:

The Committee will commence its strategic duties immediately to roll out actionable engagement initiatives across the state.
The State Government calls on all citizens, civil society organizations, and community leaders to partner with the committee to achieve the noble objectives of the “Gwamnati Da Jama’a” initiative.

STATE EXECUTIVE COUNCIL APPROVES IMMEDIATE LAND ALLOCATION FOR NEWLY ESTABLISHED NIGERIAN ARMY 262 TANK BATTALION IN GUMEL
Following the recent establishment of the 262 Tank Battalion in Gumel by the Nigerian Army, the Council has approved the immediate allocation of land to support the battalion’s seamless take-off and operational readiness.
The Council recognized the strategic importance of this new military formation in bolstering security within the area and the state at large.
Consequently, the Council has directed the immediate handover of the designated site to the Nigerian Army.
Furthermore, the Council has mandated the Ministry of Land to expedite all necessary administrative processes.
The Ministry is to issue the formal allocation letters and all accompanying documentation to the Nigerian Army, while ensuring there are no bureaucratic hurdles in the smooth commencement of the 262 Tank Battalion’s operations.
While the Secretary to the State Government The State Government views the establishment of the 262 Tank Battalion as a critical development in State ongoing partnership with the Armed Forces of Nigeria.
This swift land allocation underscores the administration’s of His Excellency Malam Umar A. Namadi FCA administration commitment to the protection of lives and property, and readiness to provide maximum support to federal security agencies operating within the state borders.
The Council has assured the officers and men of the 262 Tank Battalion to Gumel and the Nigerian Army of the State Government continuous cooperation in the shared mission of maintaining peace, stability, and security across the State.

STATE EXECUTIVE COUNCIL APPROVES N1.147 BILLION FOR SPECIALIZED TVET TRAINING OF 150 INSTRUCTORS IN THE PEOPLE’S REPUBLIC OF CHINA
The Council has approved the sum of One Billion, One Hundred and Forty-Six Million, Six Hundred and Forty-Seven Thousand, Nine Hundred and Seventy Naira, Eleven Kobo (N1,146,647,970.11) only for the payment of expenses associated with the participation of 150 instructors in specialized training on Technical and Vocational Education and Training (TVET) courses in the People’s Republic of China, as well as the related expenses for two Government officials accompanying the delegation.
The approval is part of the His Excellency’s administration commitment to strengthening Technical and Vocational Education and Training, enhancing the capacity of instructors and equipping them with modern skills and knowledge required to effectively train students in emerging technical and vocational fields.
The Council approved the funds to cover the following expenses in respect of the 150 instructors undertaking the specialized training in the People’s Republic of China:
• Tuition and training fees;
• Accommodation;
• Visa fees;
• Health insurance;
• Air tickets;
• Visa physical examination;
• Programme service fees;
• Living allowances;
• Yellow Cards;
• Medical examination; and
• Other related programme requirements.
The approved sum also covers Estacode for two (2) Government officials who will accompany and provide the necessary administrative and official support to the participating instructors.
The specialized training is expected to significantly enhance the professional capacity and technical competence of the participating instructors, particularly in the delivery of modern TVET courses and practical skills training.
The programme will expose the instructors to contemporary teaching methodologies, technical innovations, industry-relevant practices and modern approaches to vocational education.
The knowledge and skills acquired are expected to be transferred to students and other instructors within the State upon their return.
The initiative will therefore contribute to the development of a stronger and more responsive TVET system in Jigawa State, while improving the employability and entrepreneurial capabilities of young people through quality technical and vocational education especially in the 8no. new TVET Centers Established by the present administration and other 7no. existing Science and Technical Schools across the state.

STATE EXECUTIVE COUNCIL APPROVES N450.405 MILLION FOR CONVERSION OF 15 MOTORISED WATER SCHEMES TO SOLAR-POWERED SYSTEMS
The Council has approved the sum of Four Hundred and Fifty Million, Four Hundred and Five Thousand, Thirty-Two Naira, Thirty-Six Kobo (N450,405,032.36) only for the award of contract for the upgrade and conversion of 15 motorised water schemes to solar-powered systems across Jigawa North East and Jigawa Central Senatorial Zones.
The project, which forms part of the 2026 First Quarter intervention under the Small Town Water Supply and Sanitation (STOWA) programme, is in line with the commitment of the administration of His Excellency, Malam Umar A. Namadi FCA to expanding access to reliable, sustainable and affordable water supply for communities across the State.

- Kalgwai – Auyo Local Government Area;
- Shayya – Malam Madori Local Government Area;
- Baturiya – Kiri Kasamma Local Government Area;
- Batu – Birniwa Local Government Area; and
- Ubba – Kaugama Local Government Area.
JIGAWA SOUTH WEST SENATORIAL ZONE
- Limawa – Dutse Local Government Area;
- Miyawa Tudu – Kiyawa Local Government Area;
- Maratayi – Kiyawa Local Government Area;
- Danfusan – Kiyawa Local Government Area;
- Karirshe – Kiyawa Local Government Area;
- Dadin Duniya – Buji Local Government Area;
- Zarena – Birnin Kudu Local Government Area; and
- Yola – Jahun Local Government Area.
The Council approval for the conversion of the existing motorised water schemes to solar-powered systems is expected to improve the reliability and sustainability of water supply in the benefiting communities.
The initiative will reduce dependence on conventional sources of energy for operating the water schemes, thereby helping to lower operational costs while ensuring more consistent access to potable water.
The project will also contribute to improved public health, sanitation and hygiene by providing communities with more reliable access to safe water.
Similarly, the project is expected to particularly benefit households, schools, healthcare facilities and other public institutions within the affected communities.
The intervention is part of the State Government’s broader efforts to address water supply challenges and expand access to sustainable water infrastructure, especially in small towns and rural communities.

STATE EXECUTIVE COUNCIL APPROVES N1.907 BILLION FOR CONSTRUCTION AND CONVERSION OF SOLAR-POWERED WATER FACILITIES ACROSS THE STATE
In line with the commitment of the administration of His Excellency, Malam Umar A. Namadi FCA to expanding access to safe and sustainable water supply, improving sanitation and hygiene, and providing essential infrastructure that directly responds to the needs of communities across Jigawa State, the Council has approved the sum of One Billion, Nine Hundred and Seven Million, Two Hundred and Five Thousand, Four Hundred and Sixty-Nine Naira, Four Kobo (N1,907,205,469.04) only for the award of contracts for the construction and conversion of various water supply facilities across the State.
The approval covers:
I. Construction of 63 simple solar-powered boreholes in areas with Basement and Sedimentary formations;
II. Conversion of 37 existing hand-pump boreholes to solar-powered water systems;
III. Construction of 182 AfriDev hand-pump boreholes in Basement and Sedimentary areas; and
IV. Construction of one block of six-compartment student toilets with solar-powered water facilities at 17 locations across the State.
The projects are expected to significantly improve access to safe, reliable and sustainable water supply for communities across the State, particularly in areas where access to potable water remains a challenge.
The conversion of existing hand-pump boreholes to solar-powered systems will enhance the efficiency and reliability of water supply while reducing dependence on conventional energy sources and associated operational costs.
Similarly, the construction of new solar-powered boreholes will provide communities with additional sources of potable water and support improved public health, sanitation and hygiene.
The provision of 182 AfriDev hand-pump boreholes will further expand access to water in both Basement and Sedimentary areas, particularly for underserved communities.
The construction of six-compartment student toilets with solar-powered water facilities at 17 locations will also promote improved sanitation and hygiene in schools, creating a healthier and more conducive learning environment for students and staff.

STATE EXECUTIVE COUNCIL APPROVES N932.605 MILLION FOR SUPPLY AND INSTALLATION OF INTEGRATED STANDALONE SOLAR STREETLIGHTS IN 42 SEMI-URBAN TOWNS ACROSS THE STATE
As part of the administration of His Excellency, Mal. Umar A. Namadi FCA, effort to providing sustainable, reliable and environmentally friendly public lighting infrastructure to communities across the State, the Council has approved the sum of Nine Hundred and Thirty-Two Million, Six Hundred and Five Thousand, Seventy Naira (N932,605,070.00) only for the supply and installation of integrated standalone solar streetlights in 42 selected semi-urban towns across the State.
The project is designed to improve visibility and safety within the benefiting communities, enhance night-time mobility and support socio-economic activities, while reducing dependence on conventional electricity supply for street lighting.
The approved installation of integrated standalone solar streetlights will be spread across 42 semi-urban towns in various parts of the State, namely:
Ajaura, Babbangari, Bagon Jani/Zangon Sallau, Chai-Chaichai/Shafar, Chamo, Dabi, Digirarin Walgare, Dingare, Dumadumin Kyaure/Ramfa, Dundubus, Garin Tarno, Gidan Tsiga, Giginya, Jabo, Jigawa/Tofa, Gagarawar Karshi/Gidan Lage, Kargo, Korayel, Kuka Yasku, Kwatalo, Kyarama, Medu, Gwarta, Kawaye & G/Dutse, S/Garin Yaya, Shamakeri/Zago, Surko/Kagadama, Tambale, Tsangarwa/Kwarko, Yalo/Dakaiyawa, Yargaba and Yayarin Tukur respectively.
The Council approval for the installation of the integrated standalone solar streetlights is expected to significantly improve public safety and security in the benefiting communities by providing reliable illumination along streets and other public areas during the night.
The project is expected to facilitate night-time movement, improve visibility for pedestrians and motorists, support commercial and social activities, and enhance the general appearance and livability of the benefiting semi-urban towns.
By extending street lighting infrastructure to semi-urban communities, the initiative will further promote inclusive development and ensure that communities outside major urban centres also benefit from modern public infrastructure.

STATE EXECUTIVE COUNCIL APPROVES CONTRACTS FOR COMPLETION OF 250-BED CAPACITY SPECIALIST HOSPITAL HADEJIA AND PROCUREMENT OF 7,500 FREE DELIVERY PACKS
The Council approved the sum of Two Billion, One Hundred and Eleven Million, Fifty-Five Thousand, Seven Hundred and Eighty-Seven Naira, Eighty-Seven Kobo (₦2,111,055,700.87) only for the completion of the 250-Bed Capacity Specialist Hospital, Hadejia as well as the procurement of 7,500 free Delivery Packs (Mama Kits) for nursing mothers across the State at the sum of Four Hundred and Sixty-Seven Million, Two Hundred and Twenty-One Thousand, Eight Hundred and Seventy-Five Naira (₦467,221,875.00) only for the procurement of 7,500 Delivery Packs (Mama Kits) to be distributed free of charge to nursing mothers across the State.
The Council approval is in line with the present administration commitment to strengthening the health sector through the provision of modern healthcare infrastructure and improved access to essential maternal and child health services.
The completion of the 250-Bed Capacity Specialist Hospital, Hadejia, is expected to significantly enhance the capacity of the State’s healthcare system, particularly in the provision of specialised medical services, while also reducing the pressure on existing health facilities.
Similarly, the provision of free Mama Kits is aimed at supporting pregnant women and nursing mothers, promoting safe and hygienic childbirth practices, and contributing to improved maternal and newborn health outcomes across the State.
These initiatives are in line with His Excellency’s vision and the priorities enshrined in the 12-Point Agenda, particularly the commitment to infrastructural upgrade, strengthening the health sector, and enhancing the provision of quality and accessible services to the people.
The State Government remains committed to implementing policies and programmes that have a direct and positive impact on the lives of citizens, while ensuring that the dividends of good governance reach communities across the State.
