🏛️ State Executive Council Meeting Summary

🕌 1. Renovation & Construction in Tsangaya Schools

  • Approved Amount: ₦869,638,271.18

  • Scope:

    • Renovation of 7 Model Tsangaya Schools

    • Construction of 30 Recitation Halls

    • Construction of 30 Reading Shades (one per state constituency)

  • Objective:

    • Improve access to quality Islamic education

    • Provide conducive learning environments for Almajiri pupils

    • Integrate Tsangaya education into Jigawa’s human capital development agenda


🎓 2. Student Bursary Support Programme

  • Approved Amount: ₦1,547,614,974.00

  • Beneficiaries: 22,388 Jigawa indigenes studying in 83 tertiary institutions (within and outside Jigawa)

    • 13,622 male students

    • 8,766 female students

  • Purpose:

    • Reduce financial burdens on parents

    • Support inclusive access to higher education

    • Empower youth to achieve academic and professional excellence

  • Coverage: 2024/2025 Academic Session


🌾 3. Agricultural Support – Fertilizer Allocation

  • Approved Amount: ₦396,000,000.00

  • Purpose: Payment for 20 trucks (12,000 bags) of NPK fertilizer allocated by the Federal Government at ₦33,000 per bag

  • Objective:

    • Cushion rising cost of fertilizer

    • Support smallholder farmers

    • Boost food production under the 2025/2026 Dry Season Agricultural Programme


🛠️ 4. Technical & Vocational Education and Training (TVET)

  • Approved Amount: ₦835,008,875.00

  • Scope: Consultancy & management services for TVET implementation across:

    • 4 Centers of Excellence: Dutse Model, Santami, SSS Kafin Hausa, Bamaina Academy

    • 6 Science & Technical Colleges

    • 7 Skills Acquisition Centres: Hadejia, Kazaure, Ringim, Gumel, Babura, Birnin Kudu, Dutse

    • 4 Tertiary Institutions: Bilyaminu Usman Polytechnic (Hadejia), Polytechnic ICT (Kazaure), State Polytechnic (Dutse), JICORAS (Babura)

  • Objective:

    • Reposition technical education

    • Provide 21st-century skills to youth

    • Drive human capital development, job creation, and economic empowerment


🏦 5. Financial Inclusion – Establishment of Microfinance Banks

  • Approval: Initiate process for 5 new Microfinance Banks

  • Proposed Locations: Birniwa, Gujungu-Taura, Guri, Gwaram, Kaugama

  • Objective:

    • Expand financial access in rural and underserved communities

    • Support grassroots economic empowerment

    • Provide savings, credit, and small business support services


☀️ 6. Sustainable Energy – Rooftop Solar Audit

  • Approved Amount: ₦733,122,187.23

  • Purpose: Technical audit, assessment, and planning for rooftop solar installations across social institutions under the SI-SS Programme

  • Target Facilities: Schools, healthcare centres, and public institutions

  • Objective:

    • Expand solar electrification

    • Improve service delivery in education and healthcare

    • Strengthen climate resilience and energy independence


📚 7. Education Support – Basic Education Enhancement

  • Approved Amount: ₦779,269,895.00

  • Scope:

    • Supply of 68,850 textbooks

    • Provision of 700 whiteboards

    • 3,000 cartons of erasable markers

    • 295 motorcycles (Hunter model) for School Support Officers (SSOs) across 27 LGAs

  • Objective:

    • Improve teaching and learning outcomes in primary and junior secondary schools

    • Strengthen school supervision and accountability

    • Enhance mobility of SSOs for effective monitoring and mentoring
