Jigawa State Agency for the Control of HIV/AIDS (SACA) was established on May 24th 2006 after all formalities pertaining to World Bank credit effectiveness were met.
Functions
Their main functions as far as the World Bank guideline is concern was to coordinate, support and monitor HIV/AIDS activities in the state, through partnership with the state comprising public, private and civil society organizations.
As a result of transformation of the Committee at the National level to an Agency, the State now has n agency for the Control of HIV/AIDS (JISACA) and Local Government Action Committee for the Control of AIDS (LACA) in order to have Government ownership and sustain HIV/AIDS response beyond World Bank period.
Finances
90% of finances come from the World Bank i.e. International Development Association (IDA) Grant while 10% is provided by the State as Counterpart Fund. Initial deposit on 24th May, 2006 was $400,000 equivalent to N51, 280,000. This was out of the ($1,318,000) equivalent to N169, 717,000 approved for the State. Government had provided Counterpart Fund in 2007 and 2009. Out of the above 60% of Funds goes to 13 key State Ministries, NGO’s has 30% and SACA has 10%.
HIV/AIDS FUNDS II (HAF II):
With the success of the HAF I in which 10 NGO’s participated, the proposal now is for the participation of 20 NGOs for HAF II. The sum of #90,000,000 is expected to be disbursed within a period of 12 months to the 20 NGOs, at least each NGO would be given the sum of N4, 000,000 on quarterly basis.
