Namadi, FCA<\/strong>. The Council deliberated on key issues and made the following resolutions:<\/p>\n<hr data-start=\"485\" data-end=\"488\" \/>\n<h3 data-start=\"490\" data-end=\"575\"><strong data-start=\"494\" data-end=\"573\">1. Promotion of Medium- and Small-Scale Entrepreneurship through Soft Loans<\/strong><\/h3>\n<p data-start=\"577\" data-end=\"910\">In line with the Jigawa State Government\u2019s commitment to fostering <strong data-start=\"644\" data-end=\"691\">Medium- and Small-Scale Enterprises (MSMEs)<\/strong> through enhanced access to soft loans, the Council reviewed the implementation of the <strong data-start=\"778\" data-end=\"876\">Memorandum of Understanding (MoU) signed with the Bank of Industry (BoI), valued at \u20a66 billion<\/strong>. The MoU structure is as follows:<\/p>\n<ul data-start=\"912\" data-end=\"1210\">\n<li data-start=\"912\" data-end=\"1050\">The <strong data-start=\"918\" data-end=\"968\">Jigawa State Government contributed \u20a62 billion<\/strong> as a <strong data-start=\"974\" data-end=\"991\">matching fund<\/strong>, which was equally matched by the BoI with <strong data-start=\"1035\" data-end=\"1049\">\u20a62 billion<\/strong>.<\/li>\n<li data-start=\"1051\" data-end=\"1210\">Additionally, the State Government <strong data-start=\"1088\" data-end=\"1122\">contributed another \u20a62 billion<\/strong> under a <strong data-start=\"1131\" data-end=\"1147\">managed fund<\/strong> arrangement, ensuring increased access to funding for MSMEs.<\/li>\n<\/ul>\n<p data-start=\"1212\" data-end=\"1443\">However, the Council expressed <strong data-start=\"1243\" data-end=\"1262\">serious concern<\/strong> over the <strong data-start=\"1272\" data-end=\"1297\">low disbursement rate<\/strong> of these funds to qualified MSME applicants, which contradicts the essence of the signed MoU. Consequently, the following directives were issued:<\/p>\n<ul data-start=\"1445\" data-end=\"1967\">\n<li data-start=\"1445\" data-end=\"1608\">The <strong data-start=\"1451\" data-end=\"1488\">Bank of Industry (BoI) management<\/strong> should <strong data-start=\"1496\" data-end=\"1555\">accelerate the loan approval and disbursement processes<\/strong> to ensure accessibility to eligible beneficiaries.<\/li>\n<li data-start=\"1609\" data-end=\"1785\">A <strong data-start=\"1613\" data-end=\"1634\">review of the MoU<\/strong> should be conducted, if necessary, to incorporate provisions that will guarantee <strong data-start=\"1716\" data-end=\"1754\">swift and seamless access to funds<\/strong> for all eligible applicants.<\/li>\n<li data-start=\"1786\" data-end=\"1967\">The <strong data-start=\"1792\" data-end=\"1842\">State Committee overseeing the BoI partnership<\/strong> is mandated to <strong data-start=\"1858\" data-end=\"1905\">invite officials of the Bank\u2019s State Branch<\/strong> for further discussions to resolve the identified challenges.<\/li>\n<\/ul>\n<hr data-start=\"1969\" data-end=\"1972\" \/>\n<h3 data-start=\"1974\" data-end=\"2063\"><strong data-start=\"1978\" data-end=\"2061\">2. Approval of 2025 Constituency Projects under the Ministry of Basic Education<\/strong><\/h3>\n<p data-start=\"2065\" data-end=\"2272\">The State Executive Council <strong data-start=\"2093\" data-end=\"2172\">considered and approved the implementation of various Constituency Projects<\/strong> under the Ministry of Basic Education, amounting to <strong data-start=\"2225\" data-end=\"2245\">\u20a6347,645,818.52K<\/strong>. These projects include:<\/p>\n<ul data-start=\"2274\" data-end=\"2452\">\n<li data-start=\"2274\" data-end=\"2315\"><strong data-start=\"2276\" data-end=\"2313\">Construction of Islamiyya Schools<\/strong><\/li>\n<li data-start=\"2316\" data-end=\"2361\"><strong data-start=\"2318\" data-end=\"2359\">Construction of SUBEB-type classrooms<\/strong><\/li>\n<li data-start=\"2362\" data-end=\"2400\"><strong data-start=\"2364\" data-end=\"2398\">Renovation of classroom blocks<\/strong><\/li>\n<li data-start=\"2401\" data-end=\"2452\"><strong data-start=\"2403\" data-end=\"2450\">Supply of books, chalk, and school uniforms<\/strong><\/li>\n<\/ul>\n<p data-start=\"2454\" data-end=\"2687\">The projects will be implemented across the following <strong data-start=\"2508\" data-end=\"2542\">Local Government Areas (LGAs):<\/strong><br data-start=\"2542\" data-end=\"2545\" \/><em data-start=\"2545\" data-end=\"2685\">Auyo, Babura, Birnin Kudu, Gagarawa, Garki, Gumel, Gwiwa, Gwaram, Jahun, Kazaure, Kiyawa, Kaugama, Kirikasamma, Miga, Roni, and Yankwashi.<\/em><\/p>\n<hr data-start=\"2689\" data-end=\"2692\" \/>\n<p data-start=\"2694\" data-end=\"2812\"><strong data-start=\"2694\" data-end=\"2705\">Signed:<\/strong><br data-start=\"2705\" data-end=\"2708\" \/><strong data-start=\"2708\" data-end=\"2728\">Sagir Musa Ahmed<\/strong><br data-start=\"2728\" data-end=\"2731\" \/><strong data-start=\"2731\" data-end=\"2810\">Honorable Commissioner, Ministry of Information, Youth, Sports, and Culture<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The State Executive Council (SEC) meeting was held on Monday, 3rd March 2025, under the chairmanship of His Excellency, the Executive Governor of Jigawa State, Malam Umar A.
