Resolution of the Jigawa State Executive Council held on Thursday 7th December, 2023

The State Executive Council has today Thursday 7th November, 2023 deliberated and approved the establishment of Whitepaper/Implementation Committee on the Visitation Panels/Enquiry on Four Tertiary Educational Institutions in the State (College of Education Gumel, College of Education and Islamic Legal Studies Ringim, Jigawa State Polytechnic Dutse and Bilyaminu Usman Polytechnic Hadejia). The membership is as follows:
I. Head of the State Civil Service – Chairman
II. Abdullahi Hudu (Special Adviser Education Monitoring – Member
III. Abdullahi Shehu (State Accountant General) – Member
IV. Muhammad Nasir (Sule Lamido University) – Member
V. Lawan D. Baba (PS Ministry of Justice) – Member
VI. Nafisa Halliru (Partnership for Transforming Education) -Member
VII. Yusuf Maigari (Former Director, MDI) – Member
VIII. Safiya Muhammad Malam Madori (Former PS Edu.)- Member
IX. Office of the Secretary to the State Government – Secretariat

  • Similarly, the Council has approved the establishment of Whitepaper/Implementation Committee on the Review of Drug Revolving Fund (DRF) and Free Maternal, Neonatal and Child Healthcare (FMNC) Program in Health Sector Statewide. The Committee membership comprised the followings: –
    I. Isa Suraj (Technical Adviser on Health- Chairman
    II. Pharm. Ali Garba Dandidi – Member
    III. Pharm. Usman Tahir – Member
    IV. Alh. Aminu Dan-Mallam (Former Director PHA) – Member
    V. Sule Muhammad (National DRF Consultant) – Member
    VI. Musa Mu’azu (CSOs Coalition for Health)- Member
    VII. Certified Accountant from office of the State AG-Member
    VIII. Office of the Head of Service to serve as Secretariat – Secretary
  • The Council has also assigned the two Committees with responsibilities to review in details the initial committee’s reports and to come up with specific Action Points/Modalities on each of the accepted recommendations in the reports submitted to the Council.
  • The Council has received a report of the investigation panels on Health Training Institutions (College of Nursing and Midwifery and College of Health Sciences Jahun. Similarly, the Council has deliberated on the Memo presented by the Commissioner Ministry of Health and constituted a
    Whitepaper/Implementation Committee to come up with specific Action Points/Modalities on each of the accepted recommendations in the reports of the investigation panels on Health Training Institutions. The committee has the following membership: –
    I. Garba Muhammad Dutse FCA (State Auditor General) – Chairman
    II. Usman Adamu (Director Legal Draft MOJ) – Member
    III. Babangida Lawan Roni (SSA-Primary Health Care) – Member
    IV. Yakubu Muhammed Auyo (Former Director PHC) – Member
    V. Abdul Ibrahim (PS Deputy Governor’s Office) – Secretary. The Committee has been given two weeks to submit its reports to the Council.
  • The State Executive Council has approved the award of contract for the Installation of Solar Mini-Grid at the Dutse General Hospital at the sum of One Hundred and Seventy-Two Million, Seven Hundred and Fifty-Four Thousand One Hundred and Fifty-Eight Naira (N172,754,158.00) only.
    The Council decision is line with His Excellency, Malam Umar Namadi FCA administration’s commitment to improve the standards of General Hospital in the State for effective health service delivery.
  • The Council during its deliberations has approved the award of contract for the Establishment of Fumigation Chamber at Maigatari, Export Processing Zone. The chamber will help in the development of Hibiscus value chain in line with His Excellency, Malam Umar Namadi FCA administration’s effort to boost Hibiscus production in the State to meet the Nigerian Export
    Promotion Council (NEPC) requirements to ensure that the product is optimally developed and made ready for export worldwide.
  • The State Executive Council approved the distribution of 91no. of Tricycle Machines to teem unemployed youth as an empowerment loan at the cost of Two Hundred and Fifty Thousand Naira (N250,000.00) only per unit and each beneficiary is expected to deposit the Sum of Seventy Thousand Naira (N70,000.00) only while a balance of One Hundred and Eighty Thousand Naira (N180,000.00) will be paid within 12 Months i.e. N500 daily (N15,000,00 monthly). Similarly, the Council has approved the distribution of 50no. Mobile Food Vendors Kitchen as loan to 50 unemployed youth in the State as part His Excellency’s administration drive to improved small and medium entrepreneurs and poverty reduction. The beneficiaries will be giving Fifty Thousand Naira(N50,000.00) as initial capital grant. While the cost of the Mobile Food Vendors Kitchen is N215,000.00 will be paid back to the state within 24 Months.
  • The Council has approved the Construction, Rehabilitation and Upgrading of 33no. Small Towns Water Supply Schemes across the 14 Constituencies as captured in the 2023 Constituencies Project at the cost of sum of Three Hundred and Forty-Two Million, Eight Hundred and Forty Thousand, Eight Hundred and Eighty-One Naira Twenty-Five Kobo (324,840,881.25K) for the Construction, Rehabilitation and Upgrading Projects.
