Gov Badaru Proposes to expend N134.17Bn ‎in 2018

Governor Muhammad Badaru Abubakar has proposed to expend the sum of N134.17 billion during the 2018 physical year.
Presenting the proposed estimate tagged as “Budget of sustained Economic Growth and Social Transformation”‎, to the state House of Assembly, the Governor said the budget proposal was ‎3.3 % above 2017 estimate.
He said the budget would be financed through an Internally Generated Revenue N10,513,000,000, Statutory Allocation and Value Added Tax N51,637,000,000, Local Government Contributions for Primary Education Personnel and Primary Healthcare Staff N17,850,000,000, Other Extraneous Federal Transfers including Excess Crude Oil Receipts N4,500,000,000, an opening Balance for 2018 Fiscal Year (including funds in project accounts such as the Universal Basic Education Project Account) amounting to N10,000,000,000, internal and External Loans of N6,232,000,000 and development Grants, Capital Contributions, Reimbursements and Other Miscellaneous Capital Receipts. N33,438,000,000.
The Governor also informed the House that 48.8% amounting to N65.535 billion of the total income will be used in financing the recurrent expenditures which consists of Personnel Costs, Overheads, Consolidated Revenue Fund Charges and other recurrent expenses relating to service delivery while the sum of N67.035 billion which amounts to about 50% of the total expected income will be expended on capital estimates pointing out that this was about 0.7% below the 2017 initial approved estimates.
Governor Badaru gave the education sector 26.4% amounting to N17.7 billion in pursuance of the Education Change Agenda of the Government in order to provide the needed interventions as it affects basic and senior secondary education as well as continued funding for tertiary education.
On Agriculture and Livestock Development programmes which are in line with government avowed commitment to diversifying the State’s economy to achieve food self-sufficiency, he said the Executive was proposing to expend N9.3 during the 2018 fiscal year.
For the Health sector, Governor Badaru stated that the, sum of N6.7 billion which is almost 10% of the total capital budget was earmarked for capital investments in areas as the, continuation of the Free Maternal and Child Healthcare Programme for Pregnant Women and Children under the age of five, upgrading of Primary Health Centres involving the provision of thirty equipped Basic Health Clinics and furnished Midwives Quarters, support for Supplementary Immunization Activities and other Primary Healthcare Programme activities, construction of Specialist Hospitals in Birnin Kudu, Hadejia and Kazaure, improvement of General Hospitals including Phase II of general renovations with the provision of additional structures, hospital equipments, solar-power installations in 12 General hospitals; and upgrading of Garki, Gantsa and Guri Hospitals, and Health Sector Interventions in Food and Nutrition Programme Activities including counter funding for the procurement of Ready-to-Use Therapeutic Food (RUTF), IYCF Campaign and procurement of essential vitamins for children for the prevention of micronutrients deficiency disorders.
Other pursuits in the Health sector according to the Governor includes, provisions for Health Training Institutions comprising of College of Nursing & Midwifery, Birnin Kudu, School Nursing Hadejia, Commencement of New School of Midwifery, Babura and School of Health Technology Jahun and the financing of the HIV-AIDS, Malaria & Other Diseases Control Programmes.
The Government he said also proposes to spend N17.2 billion naira on Roads and Transport development. The amount he added is meant for the completion of some of the ongoing projects both the inherited ones and new ones embarked upon by his administration and these includes both regional, township and feeder roads
Also submitting a proposal of 56.49 Naira for the 27 local governments for the 2018 physical year, the Governor said of the amount N23.69 billion is for personnel cost with an overhead cost of N12.02 billion while capital expenditure will be at N18.69 billion with a contingency of N1.89bn.
The governor added that the amount is 14% higher that of 2017 which according to him will focus attention on Health and social welfare, women development which is consistent to the administration’s yearning and aspirations.
Speaking after the presentation, the Speaker of the House Rt. Hon. Isah Idris assured a speedy passage of the 2018 appropriation bill into law for the benefit of Jigawa citizens.
He said in the history of the House this was the first time the Appropriation bill was presented on time and commended the Governor for achieving this feat stating that they will use the remaining days of the year to go through and pass it as timely as possible according to their rules and regulations.
The speaker further commended the Governor for the achievements so far recorded by his administration in areas of human capital development and pledged the commitment of the Legislature to continue to work with the executive for the development of the state for the good people of Jigawa state.
The budget presentation was attended by the state Deputy Governor Barrister Ibrahim Hassan members of the state executive council, state Chief Judge, Emirs of Kazaure and Dutse , heads of security agencies and other prominent citizens.
