In the effort of jigawa state government to ensure that all of its citizens are able to read and write as well as communicate in their immediate languages, and also to meet the MDG’s EFA goals target of 2015, Agency for Mass Education was established by Law No. 6 of 2008. It is worthy to note that, before the Agency was confined as a department under the repealed SUBEB Law No. 4 of 2005.
As an educational sector, it is saddled with responsibility of eradicating illiteracy in all its ramification from the state within the shortest possible period.
With an already necessary key staff on ground, a sole administrator was appointed in September 2008, a step further in having a firm structure for the Agency. Since its establishment to date, the Agency has been trying to actualize and realize the purposes for which it was created. The Government willingness and support in both financial and moral terms are numerous. So also, a lot of Government, Non- Governmental Agencies and even individuals have been making frantic efforts by partnering to reduce illiteracy from the state.

The Mass Education has 5 departments:-

• Planning research and statistics.

• Vocational and Women Education.

• Basic and Post Literacy .

• Administration and Finance.

• Remedial and Continuing Education.

MISSION:- To eradicate illiteracy among the adult population and provide opportunities for further education through accessible, effective and efficient NON- FORMAL education learning centers.

• Adequate resources mobilization and effective utilization in equitable, transparent and accountable manner.

• To ensure students who failed WAEC/NECO are trained to pass their exams.

• Effective and efficient literacy and functional literacy.

• Efficient and effective human resources management and development systems in place.

• Effective and efficient planning, management and monitoring system in place..

FUNCTIONS AND CORE MANDATES :-

• To eradicate illiteracy and provide opportunities for NON-FORMAL vocational, extra mural and continuing education.

• The Agency shall establish, maintain and control mass education centers.

• To carryout functional educational literacy programmers which include reading, writing and numeracy for Adult and Young persons.

• To organize remedial, extra moral and continuing education programmers.

• To organize vocational various educational programmers to schools, drop-out, School leavers, artisans, craftsmen Special needs women in purdah, disables persons the unemployed and rural communities.
