The library service was in existence since the creation of the state out of kano under the state ministry of education as a unit controlled by a coordinator. The service inherited 9 service points from old Kano and now 17 Divisional libraries across the state.
In 1995 law establishing the library as a board was signed and later in 2014 the law was repealed and merged with ministry for basic education and human resources Development. In 2008 the board was re-established under law NO. 7 of 2008.

The Board is consists of chairman and the members as follows:-

• The chairman governing Board .

• The four members in the governor's opinion who are capable to contribute towards the attainment of Board's goals and objectives.

DEPARTMENT:- The Board is operating under two broad departments they are:-a) Technical Services and b) Administrative Services.

MISSION:- To serve the general public irrespective of gender, level of education ethnicity or culture.

FUNCTION OF THE BOARD:-

• Make the facilities of the state library services available to members of the public on proper terms which may provide for.

• The imposition of scale of fees subject to the approval of the Board for the service rendered.

• Safe guarding the properties of the Board by imposition of fines or otherwise for damage to or loss of any of its properties.

• Specifying the categories of persons who may be admitted to the premises under the control of the Board.
  2. Assemble, maintain an extend a collection of Books, Periodicals, Pamphlets, Maps, Magazines, Musical records, Film, Sound recording, and such materials as the Board may consider appropriate for library of high standard.
  3. Establish and maintain branches of the state library services as such places in the state as the Board may from time to time determine.
  4. Make such arrangement as the Board may consider appropriate with respect to.

• The exchange of materials included in the collections referred to in (2) above.

• The preparation and publication of catalogue indices or similar aids.

• The provision of assistance to any person or institution in the establishment or organization of libraries. 5. Inspect or cause to be inspected libraries and library services and make recommendation to and advice on library development or organization by any department or agency of the state government or to any local government in the state.

• Receive and administer as the Boar may direct all grants from the federal government or other bodies specifically allocated for the performance of its function.

• Carry on all other activities the undertaking of which appears to the Board to be necessarily advantageous or expedient for the.

• Acquire, purchase, lease, mortgage, construct or maintain any property whatsoever whether moveable or immoveable and whether by investment or otherwise required for or is in connection with performance of its function to sell, dispose or otherwise deal with such properly or any part thereof.
